Yep that's pretty much my experience against High Elves on an empty table. Be sure to have lots of terrain on the table that blocks line of sight...
I haave done the odds. it once every other game if they never reach combat, you don't have to test if you are in close combat.
It basicly works like the Skaven warp fire thrower, and the dwarven flame cannon, and not like a dragon or hydra (not a breath attack).

What you missed is the miltishot is optional, you can choose to use single shots.
