to be honest, the way it's phrased you might actually be able to get away with still gathering summoning points... but it definitly goes against the spirit of the rule and would make you that guy I'd say...so yeah, I'd stick with not being able to generate them then.
Yeah, Canas is right. But i would say that it's even more than going agains the spirit of the rule: You simply cannot forego a thing that you cannot do. I don't think you could go with it in any tournament.
