I wrote the GW Customer Service team asking about when and whether the Citadel Colour App would be updated with new paints released since the contrast range came out. This is the reply I received:
I don't think that means there's any particular reason to be hopeful an update will be released soon, but neither do I find it particularly worrisome. I just hope they don't lock it behind a paywall with the new Warhammer Plus digital suite (or whatever it's called).
