I have been wondering recently on the temple guard and the eternal star host. now, if you rearrange the unit in the starhost with the oldbloods command ability, do you still gain bonuses for not moving? all your views are greatly appreciated.
Does it say 'movement phase' in the Starhost rule anywhere? Is it a model-by-model thing, or unit-wide? I haven't seen the exact wording. Unless it's limited to 'movement phase' (ie., Oxyotl's Master Predator), a move's a move imo. On the flipside, is 'piling in' moving? Seems like it'd make the rule more or less impossible depending on the wording. Hmm...
But a reform isn't a move as one model stays still and the unit reforms round that model, question for the FAQ on facebook!

If a unit of Saurus Guard from an Eternal Starhost does not move in its movement or charge phases, its Celestite Polearms have aDamage characteristic of D3 rather than 1inthe following combat phase. COMMAND ABILITY Paragon of Order:The Saurus Oldblood gives an unspoken command, causing its warriors to snap into a new formation. If a Saurus Oldblood uses this ability, each SERAPHON unit from your army within 10" can immediately reform around one of its models. That model must stay where it is, but each other model in the unit can move up to 3" so long as it does not end this move within 3" of the enemy. The above neither takes place in the movement or charge phase. Piling in also is allowed as this takes place in the combat phase.
The rule is crystal clear, and it makes absolutely sense. The guards don't move 'cause they're patiently waiting for the enemy. The enemy charges. They obviously are forced to pile in, and they will fight with the bonus. Otherwise, they would never use it.
