Personal Paint Log vs Painting & Converting General?

Hello,

First off sorry if this is in the wrong spot here -- wasn't quite sure where to post general questions. I'm starting to make progress on painting my army, and wanted to create a thread to showcase the lizards! I've noticed that there are threads in both the Painting and Converting forums and the Personal Paint Blog that relate to this.

Whats the difference between a thread in the Personal Painting Logs vs a personal army thread in Painting and Converting? It seems like armies are posted in either or both of these forums?

Also is there a better spot to post general questions like this?
