Do you think this can compete with the normal 1k Shadowstrike list?

    Slann
    20x Skinks
    10x Skinks
    4x Razordon
    3x Razordon
    3x Rippers
    3x Rippers

My local store started a new league and I randomly face a lot of Free Peoples armies and they are really good at turtling and it's hard to imagine the normal Shadowstrike being good against their list.

Anyone have any thoughts? I though between the 14 inch move and 2 bloat toads, i could still make use of the Rippers and because they play so defensively, i can hide the Slann and get an entire game of summoning.

I think you should do fine. You will be at a lot more drops though.

With all that shooting you're trying for, isn't it usually recommended to bring an AstroBear?

He won't have enough LoSaT time to get the Razordons and the Astro into range.

This sounds a bit nitpicky, but depending who you're facing, you may want to have your rippers as a unit of 6 instead of two 3's. A unit of 6 is really good for wrecking big guys and units of 30-40 models.

Yeah I was liking the idea of 2 bloat toads but good point.

Don't get me wrong, 2 can work, especially in a very spread out game. Its more so something to consider. For example, if you're facing Skaven and they got a Screaming Bell in the back... BAM you wipe it.
