AoS Skink Chief - where does he live?

I cannot find him in the Generals handbook or the Battletome but there he is in the warscroll compendium. His command ability (+1 to hit for nearby skink unit) seems amazing for chameleon skinks.

If he isnt in the GHB I guess I cant use him in matched play?

Any other way to buff dmg output for chameleons?

 

He's in the GHB under lizardmen, 60 points and the warscroll is a pdf file on the GW website

 

Shadowstrike starhost, priest targets a unit and they re roll 1's to hit and to wound, stegadon alpha re-roll 1's to hit and a free d6 move in the hero phase

 

Skink chief is in the Compendium Pitched Battle Profiles under Lizardmen heading, page 148.

 

Such a relief! He is so cheap its wonderful! And what a boost.
