The patterns look Elven, but hammers are Dwarf weapons, not Elven, unless Lumineth are going to get some sort of Elves' answer to Hammerers or something, but again... why hammers?
I think the big hammer is not meant for the elf, but rather a hyshian elemental allied to the elf, which in turn would imitate it using the smaller hammer of similar detailings that appeared in another rumour engine

Dwarves clearly use axes more, looking at the line. Humans use Hammera more, and even worship a hammer.

Honestly, Hammera are just a weapon that any race can use, and can have different uses. It clearly looks Aelven, not Dwarven, unless the dwarves have started making flowery hammers.
 
I guess there's a REALLY outside chance that these are new Kroxigor weapons. Maybe a new moon hammer? I highly doubt it, because it looks more elven, but it's fun to speculate.

It’s really unlikely, that would be a massive style change and from what we know this hammer does not resemble any Seraphon weaponry

I know. It doesn't really look like Seraphon... sigh. Just wishful thinking for new Kroxigors. Honestly, I like the current Krox models, I just wish they were plastic.
 
Looks really very much elven, those oval ornaments are almost exclusive for them. Might be part of their faction terrain, like a waystone or other marker of some sort.

In the category "totally out there", Sons of Behemat. Descendants with a more refined culture than we are used to currently, "an elegant weapon for a more civilized age" and all that.
