   If Kroak has + to his cast range. Does he add the range to Celestial deliverance or is it just flat 3 d6 range?
   
   Also can that spell be cast trough the new spell portal?

   If he gets ang bonus such as from a Vortex or an Astrolith Bearer it is added to the 3d6. So in case of a BWV+AB it is 3d6+14, which is pretty massive.
   And yes I don't see why it couldn't be cast through the spell portal.
