    I found it disappointing that when he was (briefly) the head of all of Cardassia he kept the title Gul. On screen he was trying to show humility but I think the writers didn't want to stop calling him "Gul Dukat".

    But any event, he was not promoted BECAUSE he was the prefect of Bejor and the Cardassian Central Command wanted a fall-guy for their embarrassment. Dukat knew this and would probably never say the thing in the meme above.
