Gandalf and the wizards are Maiar, which are basically lesser gods. Grima Wormtongue is punching above his weight class, it's unfair to ask him to take this on. It's like the architect of the Death Star exhaust ports, "Maybe if someone told me to account for space wizards when designing the exhaust ports we would still have a Death Star!"
