    I believe the gist of Brain's platform is that governments should be meritocratic and the Brain has more merit than anyone else.

    I believe the two combined approaches form the gist of many government.
    The smart ones take the real decisions (often far away from the public eye), while the mass of people is kept happy (or distracted) via "panem et circenses"
