Honestly it's not a bad list but it seems built around the one strat of fly in the Priest and blast stuff with Lord Kroak. What will you do when the skink dies, and he will die. May I suggest a 2nd Skink Priest with one of the unit of Skirmishers, that way by the time the first one dies the 2nd should be in position. You can also take a dispel scroll on the 2nd one. Someone who is taking special characters usually has their heart set on them, so I wont tell you not to take Tetto'eko, just wondering what you plan to do with him.
I mostly just love the model for him, and rather like the lore of heavens, also planning to use the vanguard move to get the skink in position turn 1, or move the two big blocks up, depending on the situation I'd given thought to another priest, but wasn't really sure what to drop for him, possibly a couple Krox
I'd say this army is set up to just dish out some magical bombardment and tell the enemy to "come get some". Make them come to you! I'd keep Tetto way back in a cheap cohort unit, in case he miscasts you don't want to take down your kroxigors. You'll be 4 dicing comets pretty reliably, but you'll miscast slightly more often rerolling those 1's. The skink priest kamikaze will probably be blasted to hell on the enemy's turn, although the concept is pretty great. With careful positioning you might be able to put the priest somewhere where it is a bit harder to shoot him with artillery/magic, due to his proximity to enemy units. A few good casts of that spell would be devastating. You might just want to go for the 6 dice version of the spell (25+), and hit most of the enemy's army if you can get it off irresistibly. Rerolling those 1's will definitely help in this case. Kroak is also very resistant to miscasts, and not a bad deal for the points. If you had the models for it, I'd recommend ditching the Ancient Stegadon and using all of those points for more Temple Guard. The idea being that even if you've lost everything else, you can grind away with your unbreakable TG while Kroak continues to spam his spell. EDIT: Also, Lord Kroak's playstyle doesn't really lend to an "all-rounder" list, this one is a bit on the "novelty" end of the spectrum. It does sound like an absolute blast, however.
I think Kroak plus kamakzie Priests is a viable list, you just need to figure out what to do when the priest dies or you get dispelled because both will happen.
