hmmm, there is quite a bit about this list I'm not quite fond of.

For starters you should really get the Charmed Shield on your Carno-Lord. He will attract almost every warachine to fire on him and the shields ability to negate the first wound on a 2+ is especially invaluable against cannons, it is also a very cheap item as well. You have the steg in there to help draw fire but the rest of your units are small and pretty inconsequential to present any real threat.

Secondly, you have way to many points invested in characters. This is especially evident due to your low number of models on the table. I would suggest dropping Chakax, he costs a lot of points and bump up the number of Saurus in the smaller unit and the number of Skink units in the army. Maybe two more units of skirmishers, and I find on regular skinks the Jav + Shield option is the way to go.

You need some anti-warmachine power in there. Pick up a couple units of Chameleon skinks.

Lastly, buy some extra snacks for your salamanders.

I'm not sure if you want to have a character in every unit but if that is not mandatory I would drop the Brave from the skinks and the Ancient from the Kroxigors.

Of the special heros Chakrax is probably the best one if your going to keep him.
Your theme might be no spell casters but if it isn't add even a level 1 skink priest with the plaque for 2 spells so you can toss your winds dice at something even if its a lightning bolt or two.

Also agreed some more core models would be good.

I like it much more than the first, however I still think you've got too many points in characters and not enough in your core.
We have one of the best core infantry in the game (I say the low initiative is the one thing dragging them down) and in this edition lots of models is what really wins the game, so why not bring them up.
If you drop the non-BSB Scar-Vet, you can give the BSB some extra protection via magic items and buff up those saurus units.

It is really tempting to maximize that 25% hero allotment but that can really take away from the rest of the armies ability to take all the other really useful stuff. The only armies that should ever consider taking the full 25% hero choice are those armies that are dependant on characters, ie Vamps, Tomb Kings, and Skaven and O&G to some extent.

The addition of the Chameleon skinks really helps this army in terms of competitiveness and effectiveness, and the extra skink handlers on the Salamanders are possibly the best investment we have.
