8th Ed. Banner of +1 movement question

A couple of days ago, someone posted that if you take a banner of +1 movement, then you get to roll 3d6 on a skink charge (using the skink cheif as a BSB). That got me to thinking that I would try that with Cold One Cavalry. I looked in the rule book, but I can find no reference to that. I do not think it is legal to do this.

Did I overlook the rule? If so, where is it?

they must be mixing things up with rumors in rumors it was said that things that have m7 or more get the swistride but its not it. you get swisride rule because of your troop tipe
