OK so today I was playing VC and the guy used his Banshee on the Engine of the Gods, he got a 13 total and said he only had to randomize where those 7 wounds went to (gee I wonder the thing that is a 1-4 maybe) so my stegadon died horribly due to him only having to place the wounds solely on the Stegadon. My question is since its a shooting attack shouldn't it have to be totally randomized where all those wounds go or was he right and he only had to randomize where the set of 7 wounds wound up on?
Your opponents ruling was incorrect. VC rule book page 49: Ghostly Howl (Tomb Banshee only) ...Distrubute each wound as for shooting hits.
