When using bound spells/items eg Ruby Ring do you take into account the Wizard level for the rolling aswell like the Ruby ring being power level 2 but if it was on a Lvl 1 does that make it -3 on the cast and then if a lvl 4 was trying to dispel it do they get their -4 modifier? The wording of "usual manner" is why i'm a bit confused

"Some models have 'Bound' spells, which may be contained within a magic item or given by a special rule, and which they can cast in the usual manner. If a 'Power Level' is given, this is added to the result of the Casting roll to give the casting result. If no Power Level is given, nothing is added – the result of the Casting roll is itself the casting result. When casting a Bound spell, there is no risk of a miscast or chance of a perfect invocation.

You may attempt to dispel a Bound spell as usual. Magic items that dispel or destroy spells work as normal against Bound spells. When dispelling a Bound spell, there is no risk of being outclassed in the art.

A model can only cast a single Bound spell per phase. Possessing a Bound spell does not make a model a Wizard."

    Thanks!

You dont add the level of the wizard while Casting, only the Power Level of the item or the spell, like in your Quote stated. It is clarified, that the spell is cast by the item, not the person/modell that uses the item.
See faq ravening hordes Page 2, beastmen for hagtree fetish.

When trying to dispell you add the level of the wizard as normal, cause the wizard is dispelling. Clarified in the faq Page 3, Kapital magic 6th question.
