8th Ed. Buffs and hexes affecting characteristic tests

I figured that unless a spell or effect specifically say to use the unmodified characteristic, a unit with Light of Battle takes Initiative tests at I10 an and a Soulblighted unit would take the Strength penalty when trying to avoid Dwellers.

There seem to be differing opinions though. What say you wise forumites?

Unless specifically said otherwise,(i.e. Movement Allowance) buffs/debuffs actually change the characteristic.

I would agree. I mean, the whole point of using speed of battle is to auto survive spells like Purple Sun (well, on 1-5 anyway).
