    Titles says all tbh.

The text only mentioned no more moving and shooting, but how about magic?

to my knowledge you can. Im pretty sure there isnt a rule that says you cant.

I would like to ask a side question to this (kind of), as it came up in my last tournament and had to be settled with a 4+.

Can you cast spells through a Skink Priest using Arcane Vasal if he is fleeing?

The rule doesn't say no...I won the roll of so I did.

I would have thought so. The arcane vassal is as if the skink is being possessed isn't it? o_O

The rule itself doesn't prevent it. However, LOS and forward arc may be an issue as the skink is likely to have its back to most worthwhile targets.

If you've rallied then you get to reform in any direction you like, so LoS shouldn't be an issue at all.
