7th Ed. Carnosaur Pendant / Frenzy

In the past I have tried to avoid Frenzied units for fear of them charging out of my control. I want an extra attack on my Scar Vet for a small 1000 army though and Carnosaur Pendant seems a good way to get it. My question is, about the rule of frenzied units being forced to charge. The rules suggest that it is only done if the enemy is in range. Does that mean that they are allowed to measure before they are committed to the charge?

After all non frenzy chargeers have been declared you then measure for frenzy units.
