Who is the best rider for my Carnosaur?
    -Kroq-Gar
    -Saurus Old Blood
    -Scar Veteran

My army has no slaan and low magic, if that makes deciding easier.

Well if you aren't running a slann I'd say cowboy OB. This leaves you hero points for a bsb scar vet and skink priests. An argument could be made for bsb on carnosaur, but I think that's just begging for a shelling

I generally try to not play with special characters anyway but kroq-gar seems a bit of a waste now you dont get cold ones as core.

The problem with running a character on a carnosaur is that he can't join units, meaning he's open to getting sniped, and unless you get him charging something at the same time or after another unit, he's always gonna be suck fighting through steadfast and having to accept challenges that can keep him away from the characters he wants to kill (plus fighting a unit champion in a challenge usually limits his max wounds caused to six, which is way less then what he should be capable of).

But if you want to run a carnosaur then consider:

    - Putting on Old Blood on him saves hero points for a scar blood BSB and skink priests.

    - Putting a BSB scar vet on him gives you 18" of rerolls instead of 12"

    - Putting your general on a carnosaur gives you 18" of inspiring presence, which is can be good for mobile armies using terradons or ripperdactals as they can really use the extra leadership. As to using a scar vet or an old-blood for this, the choice is up to you and depends on what else you want in your army.

I run mine on a Carnosaur with the Sword of Battle, Armor of 4+ ward save, a shield, and the dawnstone.

I also use Tetto'Eko and Vanguard my Oldblood Carnosaur so that I am not exposed to enemy fire for very long.

Aren't you wasting pts on the shield here?

The OB has a 4+ scaly skin save (correct me if i am wrong).

The armor provides heavy armor, giving us a 2+ save.

and the carn provides one more save, down to 1+.

The shield could be saved for goodness?

or did i remember the 4+ wrong?

My Carnosaur pretty much always dies at some point, leaving the Oldblood to carry on the fight on foot. The shield is there to maintain the 1+ armor save when that happens.

I always figured it was best to go scar-vet on the carnosaur. Oldbloods are a little too valuable, in terms of points, and a carnosaur + rider is a little too fragile. I probably wouldn't want to make him a BSB for the same reason. Why risk it? I rarely run out of Hero points. I can always have another scar-vet and put him on foot, or on a more durable cold one, to be my BSB

And honestly? Isn't the main point of the carnosaur the carnosaur? The rider is potentially powerful and can be kitted out well, but you can put the same rider on a cold one for fewer points and more durability. If the main point is the carnosaur, you may as well get that carnosaur on the board as cheaply as possible.

Just curious why you think a bsb on a large target has 18" range. I was under the impression that only applied to the generals LD bubble

Nope. Definitely both. Check the "Large Target" rules in the BRB.

Well the one thing that works in Kroq-Gar's favor is that Grymloq actually has a 5++ Ward. The 1 in 3 chance that your carno takes the cannonball to the chest and keeps on coming is worth it.
