8th Ed. chams scouts and who goes first

ok the problem with my friend is that he insists that because i have scouts i dont get +1 for deploying first because i deployed scouts last...
is that true?

Not true.


According to the RAW deployment phase ends after characters are deployed. Scouts are placed after regular deployment and do not count towards your deployment.
