8th Ed. Dispell confusion

My understanding is if you choose not to bring a caster with your army, your army will still have a chance to dispell; and if you have a caster then you have a better chance to dispell.

My question is:
If your opponent has a caster that is locked in CC does he/she still get to use there army dispell pool; or are they not aloud any dispell dice because there caster is locked in combat?

First post, hope i didn't make it more confusing with my interpretation of magic or example.

Yes, even locked in cobat, the caster gets to use his lvl toward dispells.

same as he can still cast spells, when in CC, except magic missiles.
