Does the skink priest get an additional spell along with casting and dispelling?

No. The Engine rules have change--check the official errata. http://www.games-workshop.com/MEDIA_CustomProductCatalog/m3180067a_Lizardmen_v1.5_APRIL13.pdf. There is no longer an extra level, just a +1 to cast and dispel.
