7th Ed. EotG Questions

Just a few more things to clear up with the EotG:

1- The engine can be activated even when the stegadon is in close combat: yes or no?

2- Is it possible for the skink priest to refuse a challenge. I know there is technically no rank to fall back to, but the stegadon has a unit strength of ten, and come on, its like ten feet tall (I'm sure he could hide somewhere).

2) No he can't refuse the challenge, rules are strange sometimes when thought about
