I'm not sure if this has been covered before, but if a slann has the fire banner are his direct damage spells flaming?

I believe so. Unless you are using a spell from the Lore of Fire or if the spell states that it inflicts flaming attacks, then the banner will not affect spells, and so your spell will not be flaming.
