i play an opponet who uses skaven and I am countinuely massicered by him. He is very fond of rat ogres and gutter runners. He also uses the plague furnace with 2 warp lighting cannons. I have tryed to use chameleons against him but he uses 5, 23 point units of rat ogres to draw out my deployment, so i cant possition my chameleons correctly or for that matter any of my units. Foe his core he uses 3 big blocks of slaves. when I attempt to take them out i get slammed in the front or side with 29 strength 5 attacks from the rat ogres.

Any advice on how you over come the skaven would be great.

If playing Skaven seriously consider the Skavenpelt Banner in a horde of Skinks (I don't know whether Kroxigors can benefit) as Hatred and Frenzy can be really brutal against Skaven.
If the War Machines are giving you grief take an Engine of the Gods. Use the shield option with the EotG to protect your units a little more and if possible cast Comet of Casasndora where his war machines are lurking.
Salamanders could help against large Skaven units for causing panic tests.
Terradons are probably a good investment too as they can hunt down war machines.
I'm not sure of the stats of Rat Ogres but maybe some spells like Pit of Shades could help from the Slann.

That horde of skink idea is rielly great. Would you recommend a scar vet or skink chief to be in that unit carrying the banner?

Also what lore would you suggest against skaven. I need a big killer to counter act the deadly skaven ones.

I play skaven and I'm not sure how worried I'd be about hatred/frenzy skinks. They cost more than twice as much as my slaves, are T2, get hit by clanrats on 3+, and even if they win a few combats one thing's for sure - there's plenty more rats where they came from.
Chamelon skinks are probably a good idea to take out warmachines and/or weapons teams (easy pickings). As General Cross mentioned, Salamaders are definitely a must as they will wreck large blocks of T3 infantry.
In terms of a Lore, Death is good for sniping their characters, Life is good because skaven are mostly T3. I've never played skaven as lizardmen, or vice versa, though, and I'm having a hard time thinking of anything that will be able to answer to a Hell Pit Abomination or a Doomwheel, though.

I personally would avoid the skavenpelt banner. It really doesn't help much. However, I can make some other suggestions. Salamanders love large units of low toughness units like clan rats. They don't do well against rat ogres though. What does do well against rat ogres are units of Skinks with Kroxigors. The Krox can (and will) hurt the ogres, and the ogres will kill Skinks, but who cares? As long as you have more ranks you are steadfast (just don't get flanked). Saurus are great against clan rats, or any other sub-par infantry units, but not terribly good against rat ogres without some buffs. So pick your fights when possible. Saurus vs Skaven core. Skinks + Krox vs rat ogres. Salamanders vs large squishy units (or heavily armour but low toughness units like storm vermin). Terradons and chameleon skinks against war machines.

Terradons should also not be ignored. I can't remember if the warp-lightning cannon still has this rule or not, but they used to only have a single charge reaction: flee. If they still have this rule then get terradons to charge the cannons (even if it is improbable that they will make the charge) to get the cannon to flee, which essentially means it's dead.

I realise that this is much easier said than done considering Skaven will have more units than you, but that is the best I can do.
