I would take Master of Star Rituals or Nimble for the Starseer. Master of Star Rituals and Incandescent Rectricies is a good combo if you are hoping to cast Bound Quicksilver swords from the Starseer. Nimble + Feathercloak is a decent combo if you plan to LoSaT the Starseer around to make use of his staff buff. Pretty much any of the other 3 eligible heroes would be fine for the Serpent God's Dagger.
I would equip the skinks with boltspitters so you can use the FoS CA When you play with FoS your first artifact must be the Serpent God Dagger There is no need for the bound bwv, you can take the normal one and maybe get a triumph roll that way
