Are there any regulations on who can carry what kind of magic items? I know that only wizards can carry arcane items, but are there any other restrictions?

Can I equip my skink priest with an enchanted shield for 5 pts to bump its armour save to 4+?

You can only equip characters with magic armor, if they can normaly take regular mundane armor.
(usualy mages don't get armor, unless you are wariors of chaos)
