8th Ed. March Test

this may be a total nube question but whats the deal with this march test - I've seen it mentioned a few places but don't get what it's about. I don't remember reading about it in any of the rules

 

(page 26, bold print under marching). A leadership check is required to march when non-fleeing enemy are within 8" of the unit at the start of their movement. The non-fleeing part is added under "enemy sighted".
