I've heard people mention that heros/lords cores can't be more than a certian percentage of your army?
Where is this information noted? All I can find is the table in the lizard handbook that says:
2000pt = 0-X Lords 0-X Heros 0-X Core etc
 
Lords and Hero's are now classified together and can be used in any size game your alowed up to a maximum of 25% of hero's / lord's

Max of 50% for special
Max of 25% for rare
Min of 25% for core

That is not quite right, Lords and Heroes are separate, you get up to 25% on both, not accumulative:

Lord up to 25%
Hero up to 25%
Core min of 25%
Special up to 50%
Rare up to 25%

For example in a 2000 point list:

Maximum you can spend on Lord choices is 500pts (you can have multiple Lord level characters; just can not go over 25% of total army Point value)

Maximum you can spend on Heroes is 500pts (you can have multiple Hero level characters; just can not go over 25% of total army Point value)

You must have at least 500pnts of Core Choices

Maximum you can spend on Specials is 1000pnts

Maximum you can spend on Rare choices is 500pts

The place where this is explained is in the 8th edition warhammer rulebook. During 7th, percentage composition didn't exist which is why the army book has the old 0-x for each type. The main rulebook overrides that page in the army books that have them (most).
