Two quick questions, does paired weapons in the BRB mean that I need to buy the weapon twice? Does it mean that I am dual wielding the weapons, so I cannot use a shield? I'm unsure what it means by "These weapons must be bought as a pair". The second question is, does D3 or D6 multiple wounds only apply to multi wound models? Or does it also apply to regular rank and file 1 would models? What does it mean for combat res?

It mean that you are dual wielding weapons, and cannot use a shield (in close combat)
*(But you can still use a shield against ranged attacks)
, also you get +1 attack for the second sword.

and D3 or D6 multiple wounds only apply to multi-wound models.

There is one instance where multi-wound weapons do get their bonus in combat and that is during a challenge. If your opponent accepts a challenge with a champ with 1 wound, the multi-wound weapon still does multiple wounds in order to generate overkill.
