It's a decent enough list. I would shoot for using the Stegadon as a mount for the Priest and also give him a diadem of power and dispel scroll to make him really able to counter an enemies magic phase. The Scar vet with Cold One Armor is just a waste in my opinion. If you put him on an actual Cold One it is cheaper and you'll get an extra attack out of it. Skink Warriors are just a unit waiting to give up victory points. They can be good for march blocking or maybe tying up a unit long enough to get a real unit in to fight. Giving them a banner is definitely not smart. That's 100 victory points for the banner in a disposable unit that will not live against most infantry in this game. Drop the brave as well. With the points you save from the ranked Skinks you could drop that one Skirmisher unit down to 10 and add an entire other unit of Skink Skirmishers. Skink Skirmishers are awesome. They can be spread out very wide to screen other units and the double shot poisoned blowpipes are ridiculous. 40 shots auto-wounding on 6's mean statistically 6 auto-wounds per round of shooting. They are great for fleeing as well, if you have a unit behind them that can counter-charge your opponents failed charge. Jungle Swarms can be useful. Four is too many in my opinion. I'd use two, maximum. Razordons are great looking models. Unfortunately, Salamanders tend to be a better choice overall due to the fact that they can cause a panic test if they inflict a single wound on a target.
you should really think about mounting your characters up. skink priest should be riding that stegadon and if you lose a few of those saurus spearmen then you could find the points for an EotG which makes your lv2 a lv3 during the magic phase and you could use the engine for a lot of things. also, your save becomes a 2 or is it 3+, i forgot which one but its much better than by itself. Scar-vet has proven more useful on a cold one to me. and if you do use the cold one, and you're planning on putting him in the Saurus block, most people play saurus warriors w/ spears in 6x3 blocks. so instead of your 19 guys, you could drop it down to 16 and add the scar-vet to make it an even 3 ranks and that's about 36 pts saved which you could add to helping you get an ancient steggy. but that's just my opinion. also, i like razordons. they have proven useful against fast cav and other fast moving units. but i would suggest you trying out both sallies and razordons until you figure out which ones you like. but that's just my 2 cents.
I second everything Stegadeth said. I can see the use of single jungle swarm bases, but imo they do the same job as ranked skinks except they can't redirect properly due to being skirmisher, cant shoot (10 poison javs vs large targets can be very helpful) and they both die to anything in combat anyway. I also prefer 3x6 or 2x6 set ups with saurus (units of 12 / 18, or 16+scar vet if you really want to save some pts), 1 single wound on a 4x5 saurus unit and that extra rank is gone, and saurus relies on killing stuff with a billion spear attacks, not static CR.
As a different opinion, I really like Skink Cohorts for an Oldblood list. Carnosaurs are relatively slow and in my opinion, they need the cohorts to redirect and slow down the things they are good at killing. Also, as a bit of theoryhammer, which I intend to try, is to use a full 20 cohorts to give static CR. This should work, again in my opinion, if you team them with a variable CR unit such as Krox, OB w/ Carny, or Stegadons. If you are going to use 10 cohorts, you do not want to give them a champion or standard. The Scar-vet on Coldone will push one of the saurus out of the second rank. So it will give you 1 extra attack on the charge but lose 1 attack when the spear bonus is applicable. The biggest difference is the fact that the you are effectively losing 2 points of armor (mounted+barding+shield+LA replaced by HA) and using up all of your magic item allowance to smash chariots. In my opinion, being mounted on a cold one is superior to wearing the Coldone Armor. The skink priest isn't giving you much as you've currently equipped him. I personally prefer, the lvl 2 EoTG w/ diadem and scroll set-up if you are going to only have one mage. If you choose to use this as your only magic protection you need to be very active about hunting down and killing the oppositions magic users. Other than that, I agree with the other posters. You could really use more skirmishers and the few times I've used swarms they haven't been worth 45 points. As erian points out, small groups of cohorts do the same types of things only better. Hopefully that is helpful. Remember, that at the end of the day some stuff might work for you because of playstyle or your meta game that other people could never field.
