There may be better areas of the site to ask these questions, but will have a go at answering...

Are you primarily interested in having painted models for gaming or are you looking to become very good at painting but don't care that much about getting models redy for playing.

Gaming 1st: Use white spray basecoat. Concentrate on getting the major areas of colour neat. Look online for dipping. This produces figures that look good at gaming distances, that get painted fast and you can boast at how quick the unit was to paint.

Skilled painter 1st: Get something to strip paint without damaging the model. Practice. Strip. Repeat

n810 posted a good website :) Also you can go to the vallejo paint website and they have a few hints and suggestions as well. Also, the WH RB's painting section tells you how to do a couple basic things as well :D Oh, also for a little more visual process you can go to youtube and try searching for some videos. Also, there is a painting page here on the forums, you'd have a lot better suggestions and chance of getting more responses over there ;)
