When our skirmishers rally from fleeing, can they move or shoot during that turn. The BRB makes it seem like the reason you can't move or shoot is because you make a reform, but as skirmishers they don't have penalties for such things right?

When you rally, you can only stop the fleeing movement and reform. It is my understanding that you have spent the turn reorganizing your troops and stopping the panic that forced you to flee.

Page 38 of the BRB, 2nd para, precludes rallying units from fleeing - this was later confirmed by the general FAQ. Only exception are fast cav, which have the special rule when they "voluntarily" flee from a charge. (i.e. if they flee due to failed terror then they will not be able to use their feigned flight rule).
