Alright, so I've got a tournament coming up in which I plan to deploy a Saurus Scar-Vet with shield, light armor, halberd, and jaguar charm. I was going to take great weapon instead of halberd, but I just realized that I would not get to strike first on the charge if I did that...

I like the versatility that the jaguar charm offers, essentially sending a human cannonball of death at an enemy of choice. Getting to the point of my topic... I am largely unfamiliar with most armies as I have only played dwarves and high elves. I am wondering if someone would be so kind as to break down each army in this thread and inform me as to which units in those armies will make good candidates for this guy, should I come across them. I want to maximize his effectiveness and avoid throwing him into potential suicide situations that wouldn't have occured had I been a little more educated! For example, I know that he's good against chariots and war machines or a mage sitting up on a high elf dragon. Thanks, in advance, for the help!

As far as I know you still get to strike first on a charge with a great weapon. Its the only time a great weapon carrier gets the strike first. (But not against High Elves)

I haven't used the Jag yet so I'm not really sure. Maybe LA great weapon Jag and Enchanted shield? 2+AS S7 A4

if you want to use him like that you might be better off with a cold one so he gets the awesome armour save. though obviously slower, you dont need to cast it.

you do go first if you charge with a GW, though as said obviously not against ASF stuff like high elves.

in terms of targets, i think you pretty much have it already from what you said. just avoid stuff with a good rank bonus. and bear in mind he's fairly fragile, so those small elite units that look like a good target might end up chopping him to bits if you fluff your attacks.

a while ago i played a scar veteran with light armour, enchanted shield, sword of striking on a cold one, and he minced his way through 2 units of 5 maruder horsemen, 5 warhounds and a couple of knights at the end of the game. the second unit of marauder horsemen actually got the charge on him, and were armed with flails, and still didnt wound him thanks to his awesome save :p
