7th Ed. Scaly Skin Saves'

Im sorry im new to lizardmen, and have come across scaly skin save in the codex and was wondering:

A) what is it?

B) Is it a form of armour save?

C) How would you modify it?

Sorry for such a stupid question.

Scaly skin works just like ordenary armor except that you can wear other armor on top of it.
E.c: saurus scar-vet, with scaly skin 5+, light armor and shield gives him an armor save of 3+

And its not a stupid question, only honest
