    As for your heros...

Talisman on the priest that's on the engine is a little much I'd say. He's already got a 2+ and we're talking 1000 pts here. Not much except for spells and another engine that'll go through THAT armour save. Also Biting Blade is more than a little silly on something like a skink priest, especially since he only has 1 attack.

Plaque of Tepok is far more effective on the engine mounted skink since he get's the extra dice.
The skink chief is hitty, I'll give you that, but I think he'll probably be more effective shooting than konking heads. I'd suggest dropping his current magic items and give him Enchanted Shield and Staff of Lost Sun instead of giving it to the priest.

Also I'd give somebody a scroll. If you really wanted to be annoying in the magic phase, I'd give the priest on foot the diadem of power (hello 7 dispel dice :bored: ).

For the rest of the army I say drop the brave on the skimishers and split the twenty into two groups of ten. I'm assuming that when you say command for the saurus you mean standard, musician and champion. If that's the case, then drop the champion. If you can find the points for it, go for 2 units of 12 saurus instead of the 20, dropping musicians if needed to free up the points.

As mentioned Biting blade on a skink priest is a little silly, -1 armor save on a single WS2 S3 attack? No thanks. Staff of the lost sun is really bad on a priest as well, he has BS 3, which means you are gonna hit people or 6+ or even 7+ (BS3, -1 for multi shot, often -1 for moving, often -1 for long range). Also tepoc is as mentioned much better on the EoTG (the ward save is fine tho, if you got some spare pts it can provide much needed protection). I dont see any need for a scroll, he already has 5 DDs which is more than enought in 1000 pts.

The Chief isnt really great either, 3 S5 attacks and 1 S4 attack on WS 4 is just slightly better than a cold-one cav guy, costs more than twice as much, is incredibly fragile and doesnt really have a place in the army. Are you gonna put him in the skinks? In that case he is gonna be pretty useless as they don't wont to be in combat. Gonna have him running around alone? Then he will get shot to pieces.

20 Saurus is a pretty okay unit size, imo 18 (deployed 6x3) with spears and Full command or even 12 (6x2) with no command at all are much better as saurus dish out a lot of ACR and doesnt need the static CR that badly, but 20 works too. Full command is fine, I disagree with spacelizard about dropping champs, they are useful in a lot of situation and 12 pts won't buy you anything better (unless you are 10-12 pts above the pts limit, in which case champs are usually the first thing to go).

20 Skirmishers is a crazy unit size, there is no reason in the world not to run two units of 10 instead of a big unit of 20. Brave is fairly useless as well, they won't be in combat so challange protection for the unit is pretty pointless.
