Drill a hole in the base or glue the round flying stand to the base,
but more importantly re drill the hole in the bottom of the Palanquin until the
clear rod fits properly since it's usually cast wrong.
then hold it upside down and glue the base and rod into the Palanquin.
and hold it until the glue dries completely, Then it should stay.

If it doesn't stay, it might be an idea or get hold of some extra flying rods (local Eldar or Tau W40K players might be the first port of call here) and use them as supports or even just cover the original rod in putty to add some bulk and mass for the palanquin to sit on.

Green stuff would suffice, but if possible grab some milliput, it's great for jobs like this and usually comes quite cheap from a local hardware shop. There's usually quite a lot of it, and it dries completely rock solid as opposed to green stuff which retains some limited spring.

I also used short snips of wire as reinforcement around the inside of the hole in the Palaquin and they extended outward to wrap around the clear peice. A little green stuff was wrapped around that for added support which really made the entire thing stable. Add a little more green stuff and some paint and shrubbery and now your Slann is floating over a tree stump! Ta-da!
