Ive seen different rule on their movement....

Can they move "freely" or does it cost movement to turn them in a direction. Wheeling etc ?

Monsters, or any model with a single base do not need to wheel, they pivot freely when moving.

gosh i dont wanna be negative here. If i only could remember the argument against....if it was cause they had mounts, was a large target or something else.

They do they're just different.
Anyhow a single model can allways pivot freely during a normal move, but wheels like a unit when charging.

They may wheel while charging but you don't need to measure the wheel during a charge as it is "free" anyways.

While you do not have to measure it, you do have to accomplish it. IN a recent game, I was was atempting to charge a unit to my left and slightly in front. I had a unit the required 1 inch away to my right. When I attempted the wheel, the 100mm base contacted the unit on my right prior to my aliging with the enemy. When I moved forward to clear the unit to allow the wheel. I would have made contact witht the wrong side of the unit. so it turned an easy 7th edition charge into a failed 8th edition charge.

Ouch, sucks when something like that happens!

What about a model, that was normally part of a unit, but only has 1 model left? The unit doesn't have the "free reform" rule which is basically a free pivot, so does it apply to them or must they still wheel as though they were a full unit?

Say a Saurus some how managed to be the only remaining model, and not fleeing.

Any model that is alone for any reason is a single model and gets to pivot freely.
