Can i projekt the solar beam while the bastiladon is in close combat?

 

Nope, it's a bound spell which is direct damage type. Direct damage cannot be casted on melee.

 

Darn, even if I cast it at a unit that is not in close combat?

 

Beam of Chotec is a magic missile. That being the case, it has all the limitation of magic missiles so it requires LOS and cannot be cast into or out of combat.
