I guess wanted to know if anyone thinks that the Horned one is worth its weight in points? im building a Scar-Vet with a GW and a +1 rerollable save. Also i was thinking about building him with the Horned One, Carnosaur Pendant and with 2 Hand Weapons with VotFF and try to get a +1 or +2 rerollable.

also, note that mounted characters can not use two hand weapons to get an extra attack (check the BRB for details)
The Horned One takes up your magic item allowance, otherwise an extra 15 points for +1 movement and initiative and no stupidity is quite good.
One annoying thing to remember is that it can be shut-down by effects that cancel out magic items. Fortunately it just turns into a normal Cold One, but still something to remember. Honestly, I never took it, and in 8th I didn't even mount Scar-Vets because it meant having to take a unit of Cold Ones to hide them from cannonballs.
In 8th a model can only take a "Look Out Sir!" roll with a unit that shares the same unit type as the target model.
Which is why most people run them solo saving a ton of points, they just give them the shield and amulet which ward the first hit/wound. Meaning a cannon ball bounces off.

Oh, good, they changed it. You used to be able to turn it into a regular cold one. It'd be really nice if in the next book they are just more expensive COs for our characters.
True, so templates and cannons will still get him but if he hides in an infantry unit he can't get picked out by gun magic or regular shooting. It's not perfect but it is a bit of protection. Depends what you're facing.
from the few games I played, horned ones are excellent. it really depends if you would like to save the points. I've hard a scar vet on a horned one last 3 rounds against an entire high elf army
