I would consider getting a Stegadon. That way you have either an extra Skink Chief and/or Priest (depending on which type of Stegadon you plan on using). Some Terradons would also not be a bad buy, if you plan on fielding them. You could also get some characters (I think Tiktaq'to runs at about $20 CDN, and Chakax is a little less than that).

My recommendations would be (in no particular order): Skink Priest (on or off an EOTG), a Stegadon (EOTG or otherwise), and Terradons. In addition to the Saurus as you mentioned. If you want a Slaan I would recommend the Temple Guard to go along with him. Salamanders are good at hurting high armor save targets and can force panic checks which is always a handy bonus when you opponent fails one of those.

I think to sum up, get a stegadon! :p I think a list without at least one stegadon will be very rare indeed. Makes lizardmen a touch predictable, but oh well.

Anyway, you need to decide what style of army you want to play. There are many different ways to play an army and much of it depends on what you want to do with it, and to a degree what models you really like. If you love the look of a model or unit, then buy it and use it! Before spending too much you should have a few practice games with a small army and see what you like doing. I guess the two big main categories of lizardmen armies are heavy magic, and low magic/heavy combat. Decide whether you want a Slann as the general, or an Old blood.

A starter box off Ebay, 3 pounds of sculpey, 3000 popsicle sticks, and a tube of epoxy putty.

I scratch built my stegadon and scratch built my slann, according to GW tournament rules, scratch builds are legal as long as the proctor believes that legitimate effort was put into making the model up to tournament standards. Buying Saurus heroes is kinda tard, since the starter box has enough DOO DAADS to pimp out whatever you want, you could even use a spare cold one head to model a guy with the armor of cold ones. The popsicle sticks are for making the howda, cut em up with a blunt knife and it'll look like a tiki hut. You can use the extra money to get some flocking, sheet metal, and magnets to make your bases look good.
