For the absorbent type, coat it with a water and white glue mixture, that way it will soak in the glue and seal it up for painting.

It's resin, as opposed to plastic, and it's a bit more brittle. and prone to warping if it gets too hot. and you have to use superglue with it. GW...
If that's the size you are looking for, go find some free sand, weather it be on the side of the road some where or on the banks of a body of...
