What about plaster of Paris? That should be fairly cheap and more durable than spackle or expanding foam if you are going to drill into it.
I also prefer the feathers, though I think the skull one would look different f it was painted.

I was going to suggest a warpwolf head from privateer press, but if the bloodthirster head looks too small the warpwolf probably will as well.
