My problem is that they are Soooo dry that they won't go on the brush. (they are a jello like consistency)

I think the intention is that you at least stay within your faction (out of the big 4).
for water you could go with either a monsoon/hurricane type of spell, or go for a heavy fog type of thing. for either one, you could have them...
