Its pretty much all the GW base sizes with included dials.

Rebasing an existing army could be painfull, but you could always get a 25mm one and paint it to use as a wound counter besides the mini.

Yes, we have a shop with rounds, square and eliptical bases of pretty much all sizes. We have them in 2mm and 3mm thickness as well, the one in that photo is 2mm thick for a more "light" look. Also if you need any unavailable size for a project, just let us know and we can provide it as well.

Is the hardware at the center a pair of earth magnets?
 
exactly, they are pretty strong. To a point that its actually difficult to separate the two halves.
