Real punishment for those that committed the act; in other words, the players that were directly involved. A blanket ban on an entire country would be some North Korean level shit.

Yes, absolutely. That would be by far the most correct course of action.

If you want to punish argentina as a team, that could MAYBE be justifiable only if you intend to send a sign to federations to make sure their chosen players will stick to the spirit of sportmanship.
But that would be like walking a dangerously thin line
