I think, that in competitive sense, bastiladons are better in thunder lizard. Yes, stegadons are better in melee, but bastiladons shooting is better and they are way more survivable. I don't think, that thunder lizard is a good tournament choice at all, since it has several easily exploitable weaknesses, but if you are taking it, bastiladons at least will shrug off any non-mw damage. I am not a fan of 20-man skink units. It doesn't matter, if a strong unit charges either small or large unit - they will be dead anyway, and if there any leftovers, then they will flee because of low bravery. I'd save points for other stuff, or brought more 10-man units - we are going to be outdropped anyway. Once again, if are talking about tournaments, I'm not a big fan of Carno in TL lists. He is fearsome and such, but he is so fragile either. Also don't think terradons will do anything serious. I reckon, you take them as a skirmishers, but I'd take some endless spells instead. My opinion - the list is fine, but it isn't suitable for tournaments, unless you are going just for fun time.
What would you do to improve it? Remove the Carno and put in another Bastiladon? I decided to put the terraces to hunt magicians (and because they are painted), do you think chameleons are better?
I need to know what you are aiming at before giving any advise. Because, unless you really want to bring in big dinos, I wouldn't bother with Thunder Lizard at all. Skink-based lists of starborne will perform way better in my opinion. The TL list, that I tried several times is based on Kroak, 40 skinks blob and dual bastiladon thunderquake. I can share it too, if you are interested. I'd probably remove Stegadon in favor of another Bastiladon. I like Carno, because it is self-sustaining at least. And really can deal some damage, if it manages to strike first. Stegadons need a bit of support and, very likely, a Skink Chief to be good. I think, that the bastiladons are the best at it. They have 24 range and double shooting can run and shoot, if you have the battalion. I managed to snipe Petrifex Arkhan with double shooting and some magic support just in two shooting phases of single bastiladon without any buffs, but TL CA. They should deal with 5-6 wounded heroes with 4/5+ saves easily. But they will need priest's CA to negate -1 to-hit modifier from look-out. What I'd do with the list - split skinks in 3 units of 10, drop stegadon for bastiladon, drop terradons and bonus CP and take Thunderquake Templehost. You already have all units needed to fill it anyway. It gives very good mobility boost to your monsters. For the points left you can take some endless spells. You may struggle with board control, however.

Obvious weaknesses are mortal wound and character snipers - squishy priest is a key hero, while being very squishy.
Sorry but are you allowed to takÄ™ skink priest as general in Thunder lizard? I thought you need to take monster hero and that command trait from that constelation.
GW answered this question already for Orruk battletome - if you take general with coniditon specified in CT's description, then you have to take the trait. But nothing stops you taking another other general and giving him CT of your choice. As long as you general in TL is not a hero monster, you are not forced to take Prime Warbeast.

I have a feeling, that Thunderlizard might be the weakest. The strongest is either Dracothion's Tail or Fangs of Sotek - Coalesced have too many weaknesses, IMO. DT is more versatile, however. If you are taking FoS, you are taking it for 40 skinks block with a priest/starpriest. In DT you can experiment with saurus lists, for example.
