Since he does not have the fly special rule, it's only fair that he can't be targeted by such an effect.
If we're talking about potential new armies, I'd most like to see a full scale Dogs of War army or a Vampire Coast army (like in Total War).
It's definitely an all your eggs in one basket approach. Over half your points in a single unit does create a potent unit, but it might be risky....
